Although not unincorporated, funding for the Indian Ocean Territories of Christmas Island and the Cocos (Keeling) Islands is listed under this component of the program.

Funding provided to the Northern Territory Government under this component of the program will also be used for roads which were in unincorporated areas prior to the local government changes which came into effect on 1 July 2008.  It is expected that responsibility for the majority of roads in these areas will progressively be transferred to the relevant councils.
